There’s a great plugin called Brush Gordon that can solve your problem, organizing your brushes by category and providing a beautiful minimal panel to access your categories while you are painting.
Create — add, edit, and delete categories in no time. To add a category click on “Add New Category” and press enter.
Organize — arrange categories. To assign a brush to a category, just drag and drop the brush to the category of choice.
Paint — a minimal UI to access your brushes and your categories. Click on Paint Mode in the contextual menu to switch to Paint Mode.
