It has left God of War and Marvel's Spider-Man behind, but couldn't come close to Helldivers 2.

Soon after its Steam release, Ghost of Tsushima became the most successful single-player game published by PlayStation on PC. With its concurrent players reaching 77,154, the Director's Cut has jumped over God of War, which has seen 73,529 players at once, and Marvel’s Spider-Man Remastered with its 66,436 count.
Then come Horizon: Zero Dawn with 56,557 and Horizon Forbidden West with 40,462 concurrent players. However, as noted by GamesRadar, Ghost of Tsushima is still far away from first place among all PlayStation games on Steam, including multiplayer ones, which is occupied by Helldivers 2 and its 458,709 player peak. I doubt any of the titles above can ever surpass this number. What will the next big competitor from PS be?
Speaking of Helldivers 2, the game sold over 12 million units within 12 weeks of its release, becoming PlayStation's fastest-selling title despite being unavailable for purchase on Steam in 177 countries and territories where PSN is not available. As for Ghost of Tsushima, you don't have to link a PSN account to play.
