Vinícius Cortez has released his procedural hair generator created in Substance. The pack will save you tons of time, so check it out!
Import it into Game Engines that support Substance from Allegorithmic.
Or export the maps using Substance Player (free).
Important: Make sure that the Hair Cards of your model has thin tips.
The pack includes a .sbsar file (no 3D mesh).
