Denis Blinov has shared his Rusty Paint material for Substance Designer and Substance Painter. The substance is quite flexible, so you can set up all kinds of variations for your environments. 

I’ve finished the material and now it’s ready for sharing.

The material is very flexible. Paint and rust colors, rust amount, leaks and streaks are adjustable. Paint can use image input and rust can use mask input. Leaks follow gravity when the tri-planar mode is enabled.
