The artist shares that he painted the textures in Photoshop, as this method allows for better controllability than filters. They are mostly hand-painted, but the author used a few Pixel Dithee brushes to speed up the process. The animated sprites were in Piskel, a free tool and an alternative for Aseprite, but with limited features.
