A YouTuber and tutorial-maker Vipraz has released a great tutorial on creating a hologram effect in Blender. In this tutorial, the author explains the entire process from start to finish, shows how to animate the shader, and how to work with Noise modifiers to make it flicker. According to the author, the shader works in any of the Blender versions that include Eevee.

Besides being a tutorial-maker, Vipraz also makes fantastic shaders for Blender. The shaders are free to download and use, and are available on the artist's Gumroad page. If you get the paid version of a shader, however, you can use it even in commercial projects, Vipraz comments.
