No, you can't transfer your games in a will.

If you're preparing your will, congratulations on your wise thinking, but, unfortunately, there are some things you can't give away. For example, your Steam account will have to fade once you are no longer in this world.

As spotted by Ars Technica, one user asked the Steam support if they could transfer the ownership of their account in a will. Unfortunately, the answer is no. 

"Steam accounts and games are non-transferable. Steam Support can't provide someone else with access to the account or merge its contents with another account. I regret to inform you that your Steam account cannot be transferred via a will."

Couldn't you just share your login and password in your will? Well, you could, but this would be a violation of the Steam Subscriber Agreement, as pointed out by PC Gamer: "You may not reveal, share, or otherwise allow others to use your password or Account except as otherwise specifically authorized by Valve."

So if your relatives want your copy of Call of Duty or Stardew Valley, they are out of luck and will have to buy them themselves.
