Hmmm, i'm assuming that you're talking about the base of the plant moving as much as the top? If so, not really unless you wanted to make your own custom shader to control only the top vertices in the mesh. Right now, inside of the foliage shader, it's a super basic grass wind node that comes with the base version of Unreal... Let me know if you find a solution for this :)

B.J. Blazkowicz is coming back! Bethesda has finally announced Wolfenstein 2: The New Colossus at E3 media briefing. The game about a familiar protagonist will be released on October 27.
A debut trailer shows that The New Order’s hero, B.J. Blazkowicz survived the events of the previous game and that he’s ready to continue a revolution against the US-occupying Nazi regime.
The announcement has been a long time coming. Bethesda teased a new Wolfenstein at last year’s E3 with a boot-up sequence. Wolfenstein: The New Order was launched in 2014 and its standalone expansion, called The Old Blood, was released in 2015.
