President Biden Signs U.S' First Executive Order on AI Safety Measures

The recently issued executive order recognizes that as the capabilities of artificial intelligence expand, so do its potential implications for the safety and security of Americans.

On Monday, President Joe Biden signed an executive order addressing artificial intelligence (AI) and initiating a range of safety regulations and programs to guide its development. The order encompasses various aspects of AI, including a crucial requirement for high-tech companies to share safety test results with the federal government, allowing for scrutiny of AI systems' safety and trustworthiness before public release.

The White House hailed the order as the "most sweeping actions ever taken to protect Americans from the potential risks of AI systems". Prior to signing the order, President Biden emphasized the significance of AI, referring to it as "the most consequential technology of our time." He highlighted how AI has the potential to rapidly drive technological advancements with substantial implications and expressed that it expands the boundaries of human possibility.

According to his words, the executive order reflects core American values such as safety, security, trust, openness, and leadership, as well as the preservation of the rights endowed to individuals. In addition to preventing the misuse of AI tools that could endanger critical infrastructure and present nuclear and cybersecurity risks, the order includes measures to prevent discrimination and human rights abuses while safeguarding privacy, particularly for children.

The executive order assigns various federal government agencies to take action, with the Commerce Department, for example, tasked with developing guidance on content authentication and watermarking to mitigate the risks of AI-generated fraud. Simultaneously, the United States intends to maintain its position as a global leader in this rapidly evolving technology. This includes plans to revise visa criteria for highly skilled foreign professionals and provide resources to support small businesses in commercializing their AI innovations.
