Ubisoft Singapore is "fulfilling her vision."

The pirate adventure Skull And Bones seems like a mirage now, after a very hard and long development process. Recently, its team lost its creative director Elisabeth Pellen, which probably doesn't help its case.
According to Kotaku's sources, she left Ubisoft Singapore and went back to its Paris office after five years on the project. Pellen now has a Directeur Editorial Online title in her LinkedIn profile.
“Five years ago, Elisabeth Pellen went to Ubisoft Singapore with a mission to reboot the creative direction of Skull and Bones,” commented Ubisoft's spokesperson. “She succeeded, and the Skull and Bones team is now fulfilling her vision to deliver a unique naval action RPG experience to our players.”
They also said that "it’s not uncommon for a creative director to move on to a new project or role" at this stage of development. This might be true, but Kotaku's sources say Pellen was supposed to stay until the end of the year at least.
The production of the game might be additionally strained by the Creative Media and Publishing Union (CMPU) in Singapore that Ubisoft has to deal with now. Apparently, "a ballot exercise is being conducted this week among eligible team members in the studio to determine whether formal recognition should be granted."

At this point, it's hard to say when we'll see Skull And Bones and what it will look like. The game has been delayed several times and is now expected before March 2024, although I doubt it will be ready by then.
