During a recent live stream with Famitsu, Naoki Yoshida, the producer of Final Fantasy 16, shared that the game was originally planned to be a two-disc release, which would make the project the first two-disc release of the current console generation. Then, the team managed to optimize the game further and fit everything onto one disc around six months before the release – this allowed them to decrease manufacturing costs.
Final Fantasy 7 Rebirth, the next Final Fantasy release, is currently set to have two discs – the team even added the info to the reveal trailer. The studio, of course, might optimize the game and fit it into one disc but at this point, that is unlikely to happen.
As for Final Fantasy 16, it is unclear whether any content had to be removed to fit the game onto one disc. The game is coming out on June 22 so we're less than a week from testing the game's optimization.
