A talented 3D Artist Omar Faruq Tawsif, known for beautiful painterly-style works made in Blender, shared a tutorial on adding non-photorealistic artistic lighting to hand-painted assets in Blender.
Omar shared that he uses hand-painted lighting rather than 3D lighting in the works, painting the light and shadows directly onto the meshes. The artist said that lights and shadows created in such a way add a depth effect. The work looks like a 3D painting and gives an "immersive painterly feel." According to the creator, Specular Lighting is the key feature of realism in 3D lighting, and turning it off would be necessary for making NPR lighting.
