The decision was made because of "uncertainties in creating a successful game".

Remedy, the developer well-known for the Alan Wake franchise, is making changes to its upcoming multiplayer game, previously known as Vanguard. The game will now be released as a premium title under the codename Kestrel. Remedy has decided to include a robust cooperative multiplayer component in this reworked project. The studio cited the high level of uncertainty in the free-to-play market as the reason for abandoning the freemium model.
"Remedy signed a global agreement with Tencent as its publishing partner on December 28, 2021, to develop Vanguard. Due to uncertainties in creating a successful game to the rapidly changing free-to-play market and associated risks, the parties have discussed a new direction for the game project, which will be given the new codename, "Kestrel". The reboot comes as the project has reached the end of its proof-of-concept phase and after Remedy and Tencent had time to evaluate the project's status and its next steps," shared the company in its update for investors.
Remedy has taken the decision to put Kestrel back into the concept phase and reorganize their development team. Some of the people who were involved in the development of Vanguard will be reassigned to other ongoing projects within the studio. Meanwhile, the core leadership team, along with a select group of members, will collaborate to forge a new direction for the game.
The studio shared that the new experience would leverage Remedy's "core strengths" and incorporate many of the features, assets, and themes that were originally designed for Vanguard. Remedy CEO Tero Virtala emphasized that the decision to change the direction of Vanguard was made after thoughtful consideration, but it presents an opportunity for the studio to focus on its strengths. He expressed confidence in the new approach.
"We believe that taking on a new direction where the game will be built more around Remedy's core competencies is the right way to go. We are creating another distinct Remedy game with Tencent's continued support in making a great cooperative multiplayer experience," he stated.
