They're reminders of the past.

If you watched the three animated Starfield shorts Bethesda released in July, you might have noticed a mecha battle there, meant to give a better look at the world of the game. But if you got excited thinking about how you'd be exploring the many planets of Starfield on a giant beast, I'm here to dampen your mood: mechs won't be usable in the game.
In the recent Discord Starfield Q&A with quest designer Will Shen and lead designer Emil Pagliarulo (thanks, PC Gamer) fans were disappointed to learn that no, you can't get inside the robots. Pagliarulo said that they are "leftovers from the Colony Wars" – a conflict between the United Colonies and the Freestar Collective.

"Both sides, United Colonies and Freestar Collective, had mechs. But the Freestar Collective really mastered them."
The United Colonies, in turn, used them together with "the controlled alien beasts from their Xenowarfare division."
Mechs were eventually outlawed and are now ruins reminding people of the old times. They can be admired but not piloted. There is even an old mech battleground in the game, apparently, so you'll get your fill.
Well, it's not like we didn't know on-land vehicles were not a part of the Starfield journey along with fishing. Jetpacks, folks, use jetpacks. You also won't be able to fly seamlessly from space to the planets, but there is still a lot to do. For example, you can enjoy varied dialogues or become a sandwich pirate on a platypus spaceship.
