3D Artist known as SirMango demonstrated a few mesmerizing animated dragon/serpent tails developed for a VRChat avatar with Poiyomi Shaders.
According to SirMango, in order to get high-quality scales with a minimal amount of resolution, this setup uses a tileable normal map masked to the body. The second normal is used for the belly plates. While the wiggling makes these tails look short, they are actually almost 3 meters long and use 32 bones:

The dragon tail here is based on this Carpediem's design but as SirMango clarified, since it was pre-posed, he decided to remake it from scratch to get a better movement.
