HairFlow takes advantage of Blender's new hair system.
Working with hair in Blender is as easy as ever, but you can make your workflow even better with HairFlow, an add-on by VICUBE Animation that animates hair. The tool works with any Curves object and can be used for any characters or animals.
There are plenty of features to choose from. It can animate every hair strand while keeping the original shape, simulate wind effects, change gravity, create frizz, and more.

"If needed, you can apply two different physics settings for different hair parts, like shorter and longer sections, to have more control over the output. This can be very helpful for more flexible ponytails or to address problematic hair parts with more settled settings."

The hair made with HairFlow will realistically react to movement, surroundings, and objects touching it. If you want to prettify your model, add some bows or hair ties right in the software.
For best control, tweak the physics settings until you get your perfect simulation.

And if your PC is not powerful enough, activate proxy hair, which replicates the appearance of the original hairstyle but outputs a reduced number of hairs. The add-on works not only for humans but also for animals.
