The 20% attachment rate is something to be proud of.

CD PROJEKT has shared its financial results for Q3 2023 and revealed that Cyberpunk 2077: Phantom Liberty sold 4.3 million copies in the two months it has been out and has an attachment rate (how many players bought both the base game and the DLC) of approximately 20% – a very nice result, especially for a 3-year-old game.
However, at the beginning of October, CD PROJEKT reported that Cyberpunk 2077's sales had surpassed 25 million units, so the attachment rate should actually be 17%. It's either that or the company has excluded some data from the period.
Whatever the case is, it's still impressive, and Obsidian's director Josh Sawyer, who's congratulated CD PROJEKT, also thinks so:
Hopefully, sales numbers will keep growing for Cyberpunk 2077, especially since its Ultimate Edition for Xbox Series X|S, PlayStation 5, and PC will hit the shelves on December 5. The wave of praise after Phantom Liberty and Update 2.0 were released should also attract new players for some time.
