This day has come: 10 years after its launch, you can play Dark Souls 2 at high framerates without it going crazy thanks to a mod by emoose.
As noted by GamesRadar, DS2FrameUnlimiter allows the Dark Souls 2 special edition, Scholar of the First Sin, to be played at 120 FPS (and even 300+, according to the creator.) It's significant because all this time, the game would speed up after the 60 FPS mark. This mod promises to fix the issue, although it is still in beta and could be considered a proof of concept.
As emoose explained, health and stamina drain and regen as well as damage should match the 60 FPS, and weapon degradation shouldn't be affected. Jump height and distance, clothes physics, and animated textures should behave the same across framerates.
The mod is not perfect yet, and you might encounter some problems, like jump bugs at 120 FPS. However, experiencing Dark Souls 2 anew, better, is worth the hassle, especially while preparing for the Elden Ring Shadow of the Erdtree DLC.
