The technical issues related to FPS might be a reason.
343 Industries
Halo 5 is the only installment of the Halo franchise without a PC port. It remained unclear why the title wasn't released for PC, and recently, a former 343 Industries developer shared his opinion that it might never be launched for this platform.
In one of the recent Twitter posts, Tyler Owens, who worked as Infrastructure Engineer at 343 Industries from 2015 to 2016, said: "It’s never going to happen imo. I think the port that was being considered ran into significant tech hurdles and was scrapped." He then supposed that the technical issues might be related to FPS but added that he wasn't connected to "high-level details" on his role at the time.
343 Industries
343 Industries, now known as Halo Studios, recently announced that they were moving away from their proprietary Slipspace Engine in favor of Epic Games' Unreal Engine, which will be used for all future Halo games. It was rumored that Halo Infinite 2 was in development before the shift. However, it is unknown if the title is being created on a new engine.
