This incredible robot character named Aura was designed by 3D Artist and Game Developer Ali Aljuboury for an upcoming Starsetter project.
While we don't know what retopology tool is used here, Ali Aljuboury's 3D modeling software of choice is Blender, and they have shown several model progress WIPs in the past. Heart-shaped chest window with a clockwork mechanism aside, the level of detail in this character is astounding, right down to her eyes:
