You don't need fancy 3D tools to make animated characters, as proven by Phil Borst, who presented a cool horse that looks like a part of a painting, created in Moho, a 2D animation software.
The play of the light makes it look 3D, but no, the whole project was painted directly in Moho using the default brushes, "with a super simple rig for a bit of movement."
Moho has a powerful toolset for animators, as you can see in other artists' works on its Instagram. Many praise its intuitive UI and easy-to-use tools.
