MGS 3 Remake Producer on Who Leads It without Hideo Kojima
It's a team effort.

Metal Gear Solid Delta: Snake Eater is meant to be a faithful recreation of the original game, but there is one obvious component missing this time – Hideo Kojima. The famous designer has left Konami and is now busy at his own company Kojima Productions. So who leads the project now?
The game's producer Noriaki Okamura told Rock Paper Shotgun that Kojima hasn't been replaced by one person. "But rather, we've created this new Metal Gear Solid team - we've got a great team full of young new creative minds, a very talented team that are currently working on this game together."

So it's more of a team effort this time, with "many people" that could "create these new ideas, have these creative visions" in the future. Maybe there is another Kojima there, who knows?
"With his game design, he's very particular about very detailed aspects of what he creates. He's also very good at just creating a product and selling that product and knowing how to promote that product from start to finish. And to find someone like that, who is good at all of those things in the same capacity, is quite difficult. So it's not like we can just go and find someone else that can do all of the same things, and it's not something that I think I could do by myself," Okamura continued.

He also said Konami has "a lot of respect towards his creative vision," but it wants to create games in its own way with its talented team, "with our own creative ideas for the current generation of fans, and the next generation of fans as well."

I hope the company will address Kojima's absence in a fun way, but if you want the remake to be something new, you'll be disappointed: "It's the game as it works for us," Okamura said.
"We want [the current generation of gamers] to be able to enjoy the experience the same way as it was, but without thinking 'I don't know how to use these controls, I don't understand what this is'. We want them to be able to experience the game without any struggle whatsoever."

Metal Gear Solid Delta will be powered by Unreal Engine 5, so you will see its new "wrapping" clearly, along with some modern features.
The game will be released for PlayStation 5, Xbox Series X/S, and PC. Although the date has not been officially revealed, one leak suggested November 17 is when we'll finally see it. Here are some new screenshots to enjoy meanwhile:
