Rockstar Is Reportedly Making Modding Tools for GTA Online

The new vision will feature user-generated content.

Rockstar acquired Cfx.re, the team behind the modding platforms FiveM and RedM for GTA 5 and Red Dead Redemption 2, in 2023, but we might see the company's own modding tools for GTA Online soon.

According to GTA Focal's sources – former Cfx.re employees – Rockstar started the project, "aimed to rival FiveM," in 2021 but dropped it soon. However, the development continued last year and is now allegedly in active development.

"I learned later that they were working on a FiveM-Killer inside of Rockstar. They were given zero sources, zero debug symbols, and zero info, so I’m not sure how they were expected to succeed. The project failed and supposedly died 2 years before we joined. They were supposed to be advising and judging our team and reporting back to Rockstar on what were like. Obviously, they were not impressed. This led to the project being revived," said an ex-FiveM developer.

This project is reportedly a part of Rockstar's vision for the future of GTA Online and involves user-generated content (UGC) via the studio's proprietary modding tools. So if everything goes smoothly, we might see GTA becoming another Fortnite or Roblox, full of varied UGC.

As GTA Focal noted, this would be beneficial for Rockstar as it could control content, hosting, and microtransactions.

Interestingly, several weeks ago, data miner Tez2 found a mention of a public version of the Mission Creator in the game's files, which can be connected to the modding tools in question.

The project is expected to be released for GTA Online in early fall, although there is no solid confirmation yet.

I suspect the platform will replace FiveM, and Cfx.re might face layoffs as a result. It would not be shocking as Rockstar is not a big fan of outside mods if the reports of it sending investigators after mod makers (including the developer of FiveM) back in 2015 were true.
