Hyung-Tae Kim expressed a lot of his preferences in the game.
You just have to take one look at Stellar Blade to realize it was made in South Korea. As a former Blade and Soul player, I wasn't surprised to learn Stellar Blade's director and Shift Up's founder Hyung-Tae Kim used to work on that MMO: the outfit designs speak for themselves.
The tight fit and certain shine on the most prominent body parts definitely catch a gaze or two, and this is intentional, although Kim added his own preferences to the game. Speaking with Famitsu, he shared that sexy visuals enhance the appeal and will basically help Stellar Blade sell better.

"I believe that careful use of fetishistic elements in costumes can have a very positive effect," Kim said (Google translated). This is an important part that will attract more attention to the game, in his opinion.
Some of that appeal, like the glossiness of costumes, one of the character's freckles (and probably that scandalous skin suit), reflects Kim's personal tastes.
The movement of the two main ladies was done with a lot of thought in it. Kim finds it fascinating to see the flow of movement, accentuated by outfits and the sway of long hair, so the team was "very particular about the physical expression of the costumes." The long hair was part of the picture: Kim says it would have made production a year shorter if Eve's hair was not so long.
