It's reportedly in full development.

When the world learned about the Assassin's Creed Black Flag remake, many thought it would be released in the far-away future, but the game might be closer than we expect.
New details sent to Insider Gaming suggest that the remake is "well into development" and could launch soon(ish). Before the Assassin's Creed Shadows delay, it was supposed to be released around November 2025, but the postponement shifted the whole franchise.
It is understood that the remake is part of Ubisoft's "ramp-up strategy," which should see about 10 games in 5 years, including the multiplayer game Assassin's Creed Invictus (scheduled for around fall 2025 before the delay), Hexe (2026), and a mobile experience codenamed Jade (Q2 2025).
There is no information on how exactly the delay affected other games, but I'd say give them all an extra 3 to 6 months or so.
