3D Character Artist Adriano Delfino shared a study of eyelid rigging configuration in Blender, adapting techniques he learned in Maya. Unfortunately, he didn't provide any details on this rig, but you might have seen his work on 80 Level before in collaboration with Edward Ureña, the developer behind the Rig Creator add-on.
The artists used it to set up a stylized version of the iconic Mexican parody superhero El Chapulín Colorado from the TV comedy series of the same name:
