The creator explained that this remarkable effect was achieved in Unity using lilToon, a stylized shader specifically designed for VRChat avatars. By utilizing lilToon's UV Scroll & Rotate feature, Arishia made the image gradually slide along the texture, resulting in a mesmerizing animated effect.
