Reportedly, Konami decided to add keyboard and mouse support following negative backlash.

When Metal Gear Solid Master Collection Vol. 1, a collection of remasters for classic MGS titles, was announced back in May and then fully revealed in June, the gaming community quickly noticed a significant omission: the upgraded games wouldn't be compatible with keyboard and mouse inputs, prompting negative backlash from the fans of the series.
For those unaware, the upcoming collection is set to include Metal Gear Solid, Metal Gear Solid 2: Sons of Liberty, Metal Gear Solid 3: Snake Eater, Metal Gear, and Metal Gear 2: Solid Snake. Additionally, there's a screenplay book containing in-game text from each title, a master book delving into the storylines and characters, and even two digital graphic novels recounting the events of MGS and MGS2.
While the absence of keyboard and mouse support for the older games made sense, given their 2D nature or limited use of a first-person perspective, Konami's decision to require players to use a controller for Snake Eater, which is a relatively newer installment, was met with disappointment from players.
As the planned release date for the collection slowly approaches, it seems that Konami decided to reconsider and add keyboard and mouse support to the remasters, at least to some extent.
According to a report by PCGamesN, which spoke to Céline Combelles, Senior Brand Manager for Metal Gear Solid, the studio is now working to incorporate mouse and keyboard controls to some extent for all the games in response to fan feedback.
The report outlines that Metal Gear Solid, as well as the MSX and NES games, will only receive keyboard support, while Metal Gear Solid 2 will primarily get keyboard controls, along with some mouse support.
The standout here is Metal Gear Solid 3, which will offer full keyboard and mouse support, making it the only game in the collection to boast this feature. It is worth mentioning that while Konami hasn't officially commented on the matter, they also haven't refuted Combelles' statement.
