Roblox Has So Many Players It Might Become Very Large Online Platform in EU
Platforms with more than 45 million users in the EU are classified as VLOPs.
Roblox might receive a classification as a very large online platform under the EU's Digital Services Act (DSA), becoming the first game to ever have this status.
A platform or a search engine is acknowledged as "very large" (VLOP and VLOSEs, respectively) if they have over 45 million users in the EU, which makes it subject to the stricter regulations. As reported by Gamesmarket, Thomas Regnier, spokesperson for the European Commission for Tech Sovereignty, Defence and Space, said: "We are not in the habit of prejudging potential future designations, but I can confirm, however, is that both, ChatGPT and Roblox have indeed announced user number above the DSA threshold, so designation is definitely possible, could come sooner or later, and the Commission is definitely looking into these numbers for a potential future designation."
Also, a Roblox spokesperson told Gamesindustry.biz that the game's latest MAU number reflects the growth of the gaming community across the European Union. "We welcome the opportunity to engage constructively with the European Commission as we continue in our commitment to grow a safe, civil and transparent online platform for the millions of players and creators we serve across the EU." If Roblox is classified as a VLOP, it will have four months to comply with the DSA.

- fundamental rights, such as freedom of expression, media freedom and pluralism, discrimination, consumer protection and children’s rights
- public security and electoral processes
- gender-based violence, public health, protection of minors, and mental and physical wellbeing
If such a risk is found, VLOPs or VLOSEs must report it to the Commission for oversight and take measures to mitigate it, for example, adapt the design or functioning of their services or change their recommender systems.
Apart from this, very large online platforms and search engines must:
- establish an internal compliance function
- be audited by an independent auditor at least once a year and adopt measures that respond to the auditor's recommendations
- share their data with the Commission and national authorities for monitoring and assessing compliance with the DSA
- allow vetted researchers to access platform data when the research contributes to the detection, identification and understanding of systemic risks in the EU
- provide an option in their recommender systems that is not based on user profiling
- have a publicly available repository of advertisements
