According to Trinumedia, it's a combination of a Fresnel-based alpha shader on the mesh for occlusion with Geometry Nodes mesh ribbons using a separate shader. The strokes are drawn directly on the surface, and the final render is projected onto a 3D paper shader and "filmed" to create the effect.
Apparently, you can also animate this ink-style character. The artist might consider creating a tutorial on the approach, but in the meantime, take a closer look below:
