DAVFX's collection is suitable for commercial use.
VFX Artist Davide Mezzaqui, better known online as DAVFX, has released a pack of 39 high-quality textures that are completely free to use. These are designed to enhance your visual effects and can be used in Unity or IlluGen, JangaFX's VFX creation software for games.
The collection is available for download here, and the artist has hinted that more may be coming soon. DAVFX is also offering his animated Electric Orb for free for a limited time:
