Check Out This Plug-In That Makes Placing Decals in UE5 Easier
You can download Máté Petrányi's tool on Fab.
Technical Artist and 3D Generalist Máté Petrányi has shared Decal Placement Editor Mode, an Unreal Engine plug-in for fast and intuitive decal placement.
The tool adds a standalone Unreal Editor mode built specifically for decal workflows. The workflow is straightforward: you can select one or more deferred decal materials or material instances in the Content Browser, then place, size, rotate, snap, and organize decal actors directly in the viewport, and use on-screen shortcuts for other features.
The plug-in supports Nanite meshes, instanced static meshes, and HISMs, and allows for aligning decals on complex geometry.

The plug-in also features 4 world-aligned decals: water puddle, blood puddle, ground dirt, and leakage. Take a look:
Earlier, Máté Petrányi explored Houdini crowd simulations and developed a workflow for bringing skeletal animated crowds into Unreal Sequencer:
