Sorry for misleading you, Shahzod Boyhonov, best known as the creator of the Cell Fluids add-on, isn't actually doing a tutorial on fractals in Blender, though it would be interesting to see him plug this into the output.
However, if you're looking to get into procedural art, it's a perfect time: it's currently Nodevember, and lots of 3D Artists are publishing their experiments, project files, and learning resources.
